I I I KENTUCKY ORDINANCE CODE TOPICAL OUTLINE AND NUMBERING SYSTEM The Department for Local Government has developed an indexing system for local government ordinances. The"s'ame system is used for eac'h'of the ten basic subjects.~e subject or topic can alvays be d~termined by reference to the first two digits only. Each ordinance on each sub-topic is given a number to the ri2ht of the decimal point and the number indicates the sequence in vhich the ordinance was enacted. If the ordinance vas the fourth ordinance enacted on the topic of Executive Officj.a,ls, it vill be desigrulted as: 130.4. An ordinance retains this number even when it ha.s been repealed. Any ordinance can be located with relative ease folloving this system. In a composite index, or compilation, the ordinances. are first arranged by topic and place in the sequence - that is, according to the Topical Outline and Sumbering System. Each ordinance is designated by one or more words which relate to the contents and these words are arranged in alpba:etical order, indicating where the ordinance can be located 1~ the cocpilation. Each ordinance is also listed by title in the chronological order in which they were enacted. Vse of a loose-leaf binder makes it possible to add nev ordinances and to re=ove repealed ones.
