SCOTT FISCAL COURT ORDINANCE NO. 15-03 AN ORDINANCE AMENDING THE ADMINISTRATIVE CODE OF SCOTT COUNTY ORDINANCE# 94-011, PREVIOUSLY ADOPTED SEPTEMBER 26, 1994 FOR THE SPECIFIC PURPOSE OF PROTECTION OF PERSONAL INFORMATION AS MANDATED BY KENTUCKY REVISED STATUTE CHAPTER 61 .932 Introduction The purpose of this policy is to provide guidance to minimize the risk of disclosing pers onal infom,ation, setting practical guidelines for effectively responding to security inc idents and to promote a consistent response procedure to make sure appropriate actions are taken. This policy sets forth the procedures a nd practices pursuant to KRS 61.932 for local units of government to follow in order to: 1. Identify vulnerabilities; 2. Eliminate or mitigate those vulnerabilities ; 3 . Recognize when an incident has occurred ; 4 . Notify appropriate personnel in the event of an incident; 5. Respond to information security threats; and 6. Recognize events that require special hand ling due to their potential impact or special reporting due to legal or other concerns . In addition this policy requ ires the SCOTT FISCAL COURT to enact appropriate measu res to protect infom,ation stored on media , both digital and non-digital, during the enti re term of its use, until its destruction. Non-digital media containing personal infom,ation shall be physically controlled and securely stored in a manner meant to ensure that the media cannot be accessed by unauthorize d individuals. This may require storing media in locked containers such as cabinets , drawers, rooms or similar locations, ifunauthorized individuals have unescorted access to areas where personal infom,at ion is stored. If personal infom,ation is stored in an electron ic fom,at, it shall be protected from access by unauthor ized individua ls . Such information must be protected by software (encryption) that prevents unauthorized access. If personal infom,ation is transmi tted via e mail or other electronic means, it must be sent usi ng appropriate encryption mechanisms. Point of Contact The Point of Contact shall be the Manager of lnfom,ation Technology for the SCOTT FISCAL COURT. He/She will serve the following functions : 1
